Supplier Quality Requirements

Outlines supplier responsibilities, flow-down clauses, and quality system expectations aligned with AS9100D.

1. Purpose

This document defines the quality and compliance requirements for all suppliers providing materials, components, or services to ConductRF/Electronic Assemblies Manufacturing, Inc. ("ConductRF/EAM"). These requirements are designed to ensure that all products and services meet ConductRF/EAM’s quality, regulatory, and performance standards, consistent with AS9100D and ISO 9001.

2. Scope

These requirements apply to all external suppliers and their sub-tier suppliers who provide products or services that directly or indirectly affect the quality of ConductRF/EAM’s deliverables, including materials, components, hardware, processing, testing, or calibration.

3. Supplier Quality System Requirements

Suppliers must maintain a quality management system compliant with one or more of the following standards:

  • AS9100D or ISO 9001:2015 (preferred)
  • MIL-Q-9858A, MIL-I-45208A, or equivalent legacy military standards
  • Calibration suppliers: ISO/IEC 17025 or equivalent

Suppliers without certification may be subject to ConductRF/EAM qualification audits prior to order acceptance.

4. General Requirements

  1. Suppliers must ensure all materials and services conform to the applicable drawing, specification, and purchase order (PO) requirements.
  2. ConductRF/EAM, its customers, and applicable regulatory authorities reserve the right of access to supplier facilities, sub-tier suppliers, and quality records related to ConductRF/EAM POs.
  3. Suppliers must retain all quality records for a minimum of 10 years, unless otherwise stated.
  4. Any change in ownership, location, manufacturing process, or key personnel affecting quality must be communicated in writing to ConductRF/EAM for approval prior to implementation.
  5. Sub-tier suppliers must be approved by ConductRF/EAM when they perform work directly affecting product quality.

5. Product Conformance and Nonconformance

  • Suppliers shall not ship nonconforming material without prior written approval from ConductRF/EAM.
  • When nonconformance is detected after delivery, suppliers must immediately notify ConductRF/EAM with full details of the issue, lot identification, and corrective action plan.
  • Nonconforming product returned to ConductRF/EAM will be subject to Material Review Board (MRB) disposition.

6. Counterfeit Parts Prevention

Suppliers must establish and maintain a counterfeit part prevention program consistent with AS5553 (electronic parts) or AS6174 (materials). Counterfeit or suspect parts shall be quarantined and reported immediately. Reentry of such parts into the supply chain is strictly prohibited.

7. Certificates and Documentation

Each shipment must include:

  • Certificate of Conformance (C of C) stating compliance with PO and applicable specifications
  • Test or inspection reports when required by PO
  • Material certifications for raw materials, plating, or special processes
  • Evidence of calibration traceability (NIST) for any measurement data provided

8. Special Processes

Special processes such as plating, soldering, welding, heat treating, or coating must be performed by approved sources and in accordance with applicable specifications (e.g., MIL, ASTM, IPC, SAE). ConductRF/EAM may require NADCAP certification for aerospace work.

9. Personnel Competency and Ethical Conduct

Suppliers shall ensure personnel are competent and trained in accordance with their responsibilities. Personnel must understand their contribution to:

  • Product conformity and safety
  • Ethical behavior and avoidance of conflicts of interest

10. Packaging, Handling, and ESD Protection

Suppliers shall ensure all items are packaged to prevent damage during transit and handling. Electrostatic discharge (ESD)-sensitive devices must be handled, labeled, and packaged per ANSI/ESD S20.20.

11. Right of Access and Audit

ConductRF/EAM, its customers, and regulatory authorities reserve the right to perform audits and inspections at the supplier’s facility. Suppliers must provide access to relevant areas, processes, and records.

12. Flow Down of Requirements

Suppliers shall flow down all applicable ConductRF/EAM PO requirements, including regulatory, statutory, and customer-specific requirements, to sub-tier suppliers.

13. Supplier Performance Monitoring

ConductRF/EAM monitors supplier performance based on:

  • On-time delivery
  • Quality of delivered product
  • Responsiveness to corrective actions
  • Audit and assessment results

Suppliers failing to meet performance expectations may be subject to probation, removal from the Approved Supplier List (ASL), or requalification requirements.

14. Corrective and Preventive Action

Suppliers are responsible for timely response to Corrective Action Requests (CARs) issued by ConductRF/EAM. CAR responses must include containment, root cause analysis, corrective action, and verification of effectiveness.
